In German grammar systems, affixes are classified as morphemes, because they carry a meaning (e.g. 'not', 'to a high degree'). We differentiate between "Wortbildungsmorphemen" (affixes) and "Flexionsmorpheme" (which have a grammatical 'meaning'/function). - I don't see a direct equivalent to "formant" as defined here.
